Failure to understand

I shook my head when I read this forum letter in TODAY online, Failure is not a lack of talent, but a lack of perseverance.
There are many reasons why you might fail.
You might persevere but suffer from bad planning, poor timing, unenlightened leadership, insufficient buy-in, a lack of resources, and a whole host of other factors.
I am not saying that the person who failed should point a broken finger elsewhere. I am saying a lack perseverance is not the only factor.
Some groups are culturally risk-averse. Accusing members of the group of not having the character to push on does not reshape that culture.
Putting measures and policies in place that accommodate fast, frequent, and small scale mistakes from which to learn from does.
