An article in the Education and Information Technologies journal revealed some school and teacher factors that were associated with higher use of ICT among math teachers.
Countries that had high use of ICT in math in schools had: 1) teachers who were more learner-centred and focused on lifelong learning competencies, and 2) school leaders who actively encouraged teachers to innovate.
Those two factors have everything to do with people’s mindsets and these are difficult but not impossible to change.
What is harder to change in Singapore’s context is the assessment system (which needs to be transformed into a proper evaluation system, not just assessment). If that key leverage point does not change, little else will change… even if the Next Generation infrastructure is in place and if you throw money at schools.
